If you bolt the fenders onto your boat trailer, they will definitely not be able to accommodate 300 pounds. If you weld the fenders on your trailer and include angled iron brackets for support like the # CE26236, this will get you closer to a 300 pound weight capacity (even though we cannot confirm this for sure).

I have a solution for you but # F008559 is not what you need because the mounting holes for this fender are on top not on the side like what you need and it's a slightly different style as well.

You didn't mention what wheel size you have, but the only option we have for stainless steel boat trailer fenders for a tandem axle trailer are for 14 inch wheels. So if your wheels are that size, here are the options, and I'll list the dimensions as well.

We have Jeep style trailer fenders but only for up to 15 inch wheels. We don't have any fenders for 17 inch wheels unless you are referring to the overall diameter of the tire versus the wheel/rim. I haven't seen any tear campers with that size wheel as it isn't even a standard trailer size. I've linked the pages to our tire and fender options to assist.

The trailer fender you mentioned, part # HP89VR is designed for use with 13 and 14 inch tires. The radius of the fender is 14 inches, or half the total length of 28 inches. Because the fender is not a complete half circle, this does not represent the actual dimension of the radius.
Because two of these fenders placed together would not make a complete a circle geometrically speaking, the true radius would be unobtainable and would most likely be slightly less than 14 inches.

The 16-Gauge Steel, Single-Axle Trailer Fender # HP36VR is 9 inches wide measured from outside edge to outside edge. It is 32 inches long from outside front edge to outside rear edge (at the bottom of the fender). And it is 15 inches tall measured from the very bottom to the very top. So if it was sitting on level ground, from the ground to the top most part of the fender would be 15 inches. This is also demonstrated in the attached video for you. I went out in the warehouse and measured the etrailer Steel Trailer Fender, part # HP76VR. If you measured the width of the fender including the radius lip portion of the fender it is 10 inches wide everywhere. It is not narrower at the top.
The 8-1/4 inch width is if you just measured the flat portion of the width not including the radius lip.

The frame width between the fenders on the CE Smith Multi Sport Plus Boat and Kayak Trailer # CE48870 is right at 40". As you mentioned in your question, the fenders each add a width of 7" to put the overall width of the trailer at 54".

The width of the fender at the top and bottom is 9 inches and the width of just the step is 7.7 inches.
The Fulton Plastic Fender with Top Step, # F008563, does not come with mounting hardware. Fulton does not provide mounting bracket kits for the fenders. You can use your fenders original mounting brackets or use L-shaped brackets from a local hardware store to mount the fender to your trailers frame.
